Terms of Reference (TOR) For Impact Study to Plan Egypt REFLECT program

Background
REFLECT is an approach for learning and social change. Key to REFLECT approach is creating a space where facilitated small groups meet and discuss issues relevant to their lives .REFLECT is not only about literacy, but also the empowerment of marginalized groups and women, both socially and economically. Its Implementation in Egypt began in 2010 .It targeted illiterate people specially girls and women from 15+.Duration of the circle are 9 months, 3-4 days a week, 10 participants per circle. Plan Egypt succeeded with its partners to form about 1000 circles with more than 10.000 participants most of them girls and women .Most of the graduated girls and women are continuing their learning path by joining prep schools , make small projects and joining other learning programs .

• Location : In all plan areas Cairo ,Giza, Kalubia, Alexandria, Behira , Sohag and Assuit . governorate .REFLECT is adopted by AEA and scaled up also in some non -Plan areas in Cairo ,Alex ,Kalubia, and Luxor.
• Main Partners : AEA and 40 CDAs in the 7 governorates

Brief introduction of Plan International Egypt
Founded 75 years ago, Plan is one of the oldest and largest children’s development organizations in the world. We work in 50 developing countries across Africa, Asia and the Americas to promote child rights and lift millions of children out of poverty. Plan is an independent organization, with no religious, political or governmental affiliations.

Plan started working in Egypt in 1981 and has presence in seven of the 29 governorates of the country. Plan works under the supervision of the Ministry of Social Solidarity. Plan Egypt has reached over 1,500,000 children and their families in seven Program Units: Alexandria, Assiut, Sohag, Beheira, Cairo East, Cairo South, Giza and Qalyoubiya. Plan Egypt’s work focuses on protection of excluded children and vulnerable women, healthy start and quality education, economic empowerment of young women and men and inclusive and participatory governance.

Plan Egypt implements a Child Centered Community Development approach, focusing on child rights and implements programs designed to enable communities to improve the lives of the most marginalized children and their families. Plan’s strategy in Egypt is to transform and empower communities and institutions to fulfill the rights of children by building their capacities to promote active citizenship.

1. TASK SPECIFIC BACKGROUND AND PURPOSE:
The present Terms of Reference (hereinafter will be named TOR) requests The individual consultant /academic institution conducting an impact study for REFLECT program .

The purpose of the service is having an impact study for REFLECT program which captures achievements, success stories, obstacles and recommendation for improving the program. The study should be done in participatory way with Plan Egypt main partners AEA ,CDAs and beneficiaries of REFLECT program from the field .

2- Objective of the impact study :
Conducting an impact study for REFLECT program which will provide Plan international Egypt and its partners with:

1- A background of REFLECT program history and its start in Egypt .
2- The current situation of REFLECT program in Egypt.
3- The current status analysis of REFLECT program.
4- REFLECT program achievements, success stories and obstacles.
5- Quantity and quality evidence related to achieving REFLECT goal in empowering marginalize people specially girls/women .
6- Recommendation for improving REFLECT programs from various perspectives.

3. Suggested Methodology
The appointed individual consultant/academic institution will work together with Plan to form a team from AEA, and youth researchers to conduct the impact study related to REFLECT program .It is expected that the team will collect the following data/information to be included in the impact study .

Interviews and Consultations: The impact study team will conduct both formal and informal interviews and consultations with the identified stakeholders (AEA officials , CDAs manager, REFLECT facilitators, REFLECT promoters , REFLECT participants ,REFLECT graduated as successful models , community leaders)
Focus Groups: The team will meet with focus groups of concentrated on assessing REFLECT participants aspirations in terms of social/ economic empowerment
Surveys: The team will conduct a number of surveys with REFLECT participates /graduated people , facilitators and Concerned Government Departments, etc. during the study.
Consultation with Plan and Respective Partners: Based on the findings of market study, the Resource agency will recommend a list of sectors in which job employment opportunities are available along with a list of potential employers operating in the targeted areas.
In addition to other methodologies /tools the consultant or the academic institution will suggest with an agreement from Plan .

4- Scope of work
The impact study for REFLECT program will include desk research and comprehensive in-state scoping visits especially where Plan partners / Program Units are in operation as regards the current project. The study will provide an overview of REFLECT program in plan areas 7 governorates (Cairo, Giza, Alexandria , Assiut, Sohag, kalubia, Giza,), noting the current picture of REFLECT in these areas .Also, the study will identify the achievements that had been done /impact had been shown related to empowering marginalized people specially girls . Also the study will identify obstacles

5. REQUESTED SERVICES:
The appointed individual /academic institution will work together with Plan to conduct an impact study in a participatory way with Plan main partners AEA and CDAs .The consultant /academic institution will be responsible to obtain the necessary permissions to implement the study at local or National level .Plan will facilitate co-ordination among the consultant/academic institution, Plan partners and beneficiaries in the field .

6. Deliverable :
The appointed individual consultant/service provider firm /academic institution will provide Plan Egypt with the following outputs:

Technical and financial offers with details related to implementation methodology.
Delivering final research including (background about REFLECT ,its start in Egypt, evidence of achievement by statistics ,graphs and quality data ,success stories, recommendation for improving the program ).(no more than 50 pages)
A research summary (from 3 to 5pages)
A summary paper about the research and its purpose to be presented in the Annual conference for Adult educations in April .
A presentation about the research objectives and main findings.
The appointed individual consultant/service provider firm /academic institution will conduct several meetings pre and post the research to involve Plan main partners AEA and CDAs .
7. MANAGEMENT AUTHORITY
The appointed individual consultant/service provider firm /academic institution shall work under and report to the authorized representative of a team from Plan Egypt( Learning Advisor –PSU Manager for strategic partnership and M&E focal person .concerning all aspects of the services to be rendered in accordance with the TOR.

Changes in the TOR may be made only according to subject needs through written mutual agreement between the individual consultant /Service Provider and Plan Egypt.

8. Expected Profile of the Technical Agency/Group of Individuals:
The individual consultant /service provider firms /academic institution appointed will have a deep experience in conducting the impact study. In addition to good background of REFLECT methodology . Also It should have good knowledge and experience in the field of analyzing issues of education .Besides, the applicant should have hands on experience in the field of research and innovative education programming.

9. Child Protection Policy:
Plan is committed to protect children and to prevent them from any harm they may be exposed to through our work. Therefore, the successful applicant will be requested to sign and comply with Plan’s Child Protection Policy. This is a Level 2 assignment as per Plan’s Child Protection Procedures and may have some contact or interaction with children.

10. Ownership and Disclosure of Data/Information
All documents, project designs, drawings, data and information shall be treated as confidential and shall not be used nor be made available to any third party without the written approval of Plan Egypt. The utilization of the report is solely at the decision and discretion of Plan Egypt. All the documents containing both raw data/materials provided by Plan Egypt and final Study, both soft and hard copies are to be returned to Plan Egypt upon completion of the assignment. All documentation and reports written as, and as a result of the Study or otherwise related to it, shall remain the property of Plan Egypt. No part of the report shall be reproduced except with the prior, expressed and specific written permission of Plan Egypt.

12.Payment Terms :
Payment will be made through several installments:

The first installment is 30% upon the signing of contract.
The second installment is 30% upon the submission and first draft of the research .
The third instalment is 40% upon the submission and satisfaction of:

1-The final impact study including (background about REFLECT ,its start in Egypt, evidence of achievement by statistics ,graphs and quality data ,success stories, recommendation for improving the program ).(no more than 50 pages)
2- A study summary (from 3 to 5pages)
3- A presentation about the study objectives and main findings.

The present Terms of Reference (hereinafter will be named TOR) requests The individual consultant to finalize the process of AEA improving examination system and developing A quality standards documents for AEA work .

2- Objective of the Task:
Supporting Plan strategic partner AEA to finalize changes related to examination system and institutionalizing REFLECT program .The consultant will be responsible for:

Developing Examination items Bank (pool of questions suits the new system) as a source for the new examination system in a participatory way with AEA team. With an expert support.
Modifying the Examination manuals and the bank items based on the feedback from the panel and AEA decision maker.
Conducting 3 days’ workshop which will include AEA representative and CSO working in the adult education field to start implementing the new examination system in the coming round.
Conduct REFLECT refresher training for 60 from AEA cadres.

3. PROFILE OF SERVICE PROVIDER:
The individual consultant appointed will have a deep experience in designing examination items, manuals .In addition of high training skills and deep knowledge of REFLECT program.

4. REQUESTED SERVICES:
The appointed individual consultant will work together with Plan to support Plan main partner AEA to finalize the new examination system and enhance cadres capacity related to REFLECT program and new examination system .

5. ASSIGNMENT OUTPUTS:
The appointed individual consultant will provide Plan Egypt with the following outputs:

Final kit for the new examination system include (examination system manual /training manual/PP presentation /pre and post -test ).(soft and hard )
Final examination items bank.
A final report for completing the tasks of the training.
6. MANAGEMENT AUTHORITY
The appointed individual consultant shall work under and report to the authorized representative of Plan Egypt Learning Advisor concerning all aspects of the services to be rendered in accordance with the TOR.

Changes in the TOR may be made only according to subject needs through written mutual agreement between the individual consultant /Service Provider and Plan Egypt.

7. DURATION OF THE ASSIGNMENT
Once a contract has been signed, the consultant will work in a close relation with plan and a team from AEA central level to achieve the tasks related to finalizing examination system and enhancing the capacity of AEA cadres to use REFLECT skills and the new examination system .The task duration is 90 days started from 1st of March 2013 and End in 30 of May 2015 .

8.Payment Terms :
Payment will be made through several installments:

The first installment is 50% after submission of the final new examination system manual and the items bank .
The second installment is 50% upon the submission and satisfaction of:
Trainer manual for the new examination system.
Conducting a TOT on the new examination system.
Conducting REFLECT TOT for AEA cadres.
A final report for completing the training tasks.
9-Child Protection Policy:
Plan is committed to protect children and to prevent them from any harm they may be exposed to through our work.
