General background :
Asmae is a French international solidarity NGO specialized in child development. Independent, non-religious and non-political, it is opened to everyone.
Created in 1980 by Sister Emmanuelle following her experience with scavengers in Egypt’s slums, Asmae keeps on respecting its founder’s values and methods: listening and proximity, pragmatism, respect of the differences, professionalism and reciprocity.
Asmae’s action aims to support vulnerable children and their families through providing tailor-made and long lasting support to local stakeholders working on child education and protection.
Its vision, “A fair world which guarantees that children can live and grow with dignity within their environment, to become free women and men who contribute to society”, is broken down into four missions:
o Stimulate child development through a global approach. To do this, Asmae also works on family support by taking their environment into account;
o Build the capacity of local stakeholders involved in child development, boost cooperation amongst them and maximize their social impact;
o Stand up for children by raising awareness and advocating;
o Experiment, disseminate and share practices.
Nowadays Asmae supports education and protection projects through 64 local organizations in Burkina-Faso, Egypt, France, India, Lebanon, Madagascar, Mali and Philippines. Furthermore, in France, Asmae also directly manages a mother and childcare center.
Asmae in Egypt background :
Asmae is registered under the Ministry of Solidarity since May 2015. Asmae develops programs on prevention of school dropout and support to children with special needs. Asmae currently support eight Egyptian associations working in informal areas of Greater Cairo, in Alexandria and Arment (Luxor governorate). Asmae Egypt’ team is based in Cairo with four persons (two translators/interpreters, one Coordination assistant and one Coordinator).
With all respect for Asmae’s values and specific methods of intervention, according Asmae’s strategy and under the direct supervision of and in close coordination with the Country Coordinator, the Administrative and Financial Officer will be responsible of the office’s accountability and to monitor the administrative and accounting systems, andfinance related processes of partners’ projects that are cofunded by international agencies.
3.1. Accountability management of Asmae’s office in Egypt :
Proceeds to the office’s expenses : payment of office rent and charges, to services providers, etc.,
Proceeds to cash input and outputs (under Coordinator’s authorization),
Records expenses on accountability and finance tools of Asmae,
Records expenses on accountability and finance tools of the Egyptian Ministry of Solidarity,
Prepares the cash requirements of the office for the Coordinator,
Prepares the financial reports of the office for Asmae head office and submits to the Coordinator
Prepares the financial reports of the office for the Egyptian Ministry of Solidarity and submits to the Coordinator
Ensures the invoices codification,
Performs the invoices archiving according to the procedure in force,
Prepares the internal and external audit with the Coordinator,
Keeps him(her)self updated with Asmae’s internal rules and Egyptian Ministry of Solidarity requirements in accountability and finance,
Performs the weekly cash inventory with the Coordinator,
Checks the Asmae’s team understanding of the accounting rules,
Prepares the invoices of the office for Asmae head office,
Performs any other accounting and financial task under Coordinator’s request.
3.2. Financial and administrative monitoring of projects co-funded by institutional funders :
Approves the traceability of co-funded projects,
Controls the eligibility of supporting documents of partners’ projects cofunded,
Supports partner(s) in their accounting and financial reports of their projects cofunded,
Supports partner(s) in their supporting documents archiving,
Controls invoices samples of partners’ project funded by Asmae,
Builds the accounting journals of Asmae field activities and partners,
Trains partner(s) to funders’ requirements application,
Submits financial reports of cofunded reports to the Coordinator and of warming points,
In coordination with the head office, participates to the financial reports of co-funded projects to submit to the funders,
Controls the transmission of invoices and supporting document to partners’ projects cofunded,
3.3. Participation to office’s activities :
Submits a monthly reports to the Coordinator,
Participates to team monthly meetings,
Holds weekly meetings with the Coordinator,
Participates in the team building activities.
4- POSITION’S REQUIREMENTS
Degree(s) in administration, finance and accounting.
Five years of experience in accounting and finance in non-profit organizations,
Experience in projects’ management funded by international funders highly desirable,
Fluent in English (writing and speaking)
Used with Office Pack
French is an asset,
SAGA Software is an asset,
Experience in adults training is appreciated.

5- PRACTICAL INFORMATION
Duration: 24 months (renewable)
Starting date: July 2016
Monthly net salary: 7.500,00 Egyptian pounds

Contract: Employee under an Egyptian labor code contract.
The position is based in Cairo.
The position requires frequent travels inside Greater Cairo and Upper Egypt.
The office languages are French, English and Arabic.
